The October 2025 Reform Explained
On October 16, 2025 the criteria for the Business Manager status were substantially tightened, raising the capital requirement roughly sixfold.
Capital 30 million yen+, 1+ full-time employee, Japanese N2 / B2, 3 years' management or a master's, an expert-verified business plan, and independent premises.
Why it was tightened
The number of residents on this status had grown rapidly, and applications with little business substance, such as paper companies, became a concern. The reform shifts the focus from formal requirements to a genuine, ongoing business.
According to the Immigration Services Agency, new applications fell sharply after the reform, from about 1,700 per month to around 70 — a drop of about 96%.
Three-year transition (until Oct 16, 2028)
Those already residing on the status before the reform have a three-year transition period until October 16, 2028. During renewals in this period, approval is judged taking into account business conditions and the prospect of meeting the new standards.
